Nadal: Love To Finish Year-End No. 1
"I am extremely disappointed to have to pull out," Federer said. "I want to play as long as possible on the Tour. I'm sorry for my French fans who I'll see at Roland Garros in 2020."
The 38-year-old Swiss' withdrawal means Federer's final tournament of 2019 will be next month's ATP Finals at London's O2 Arena.
The 2011 Paris Masters champion reached the semifinals in Bercy last year bowing to Novak Djokovic 6-7(6), 7-5, 6-7(3).
