"Unfortunately I am still not feeling 100 per cent and am therefore disappointed to announce my withdrawal from the Miami Open. I have always enjoyed playing in Miami so I will be sad not to be there this year," Kvitova said in a statement posted on her official website.
"I am doing everything I can to restore my energy levels for a return to action and plan to be back in time for the Fed Cup semi-final against France on April 18-19," Kvitova added.
"The Miami Open is a fantastic tournament and I am really looking forward to returning there in 2016."
Kvitova, citing similar low energy levels and "feeling exhausted on the court" also withdrew from this week's event in Indian Wells prior to its start.
Her last tournament was in Qatar where she suffered a three-set loss in the quarterfinals to Carla Suarez Navarro.
The current Wimbledon champion has had a history of struggling at outdoor hard court tournaments in North America though she did win the Montreal event in 2012.
Kvitova joins several high profile players not appearing at Miami for a variety of reasons including Roger Federer, Nick Kyrgios, and Richard Gasquet.
