Federer will face Juan Martin del Potro today in his comeback match at the Miami Open.
If the seeds hold true to form, Federer and Djokovic could face off in the semifinals.
"Having Roger back is great news for this tournament," Djokovic said. "It's great news for our sport because he's a very important asset for tennis. And it's going to be obviously very competitive with all the best players in the world taking part in this event."
Reigning Miami champion Djokovic, who is playing to sweep Indian Wells and Miami titles back-to-back for the fourth time, will play Kyle Edmund in his opener.
"I'm very glad that all the top players are taking a part in this tournament. We'll see some top-quality tennis," Djokovic said. "I see the fans are already excited. They come in big numbers already for the opening days of the tournament. So I look forward to it.
"I've had very successful last couple of years in Miami, and the fact that I have five days in between the Indian Wells final and the first match here gives me enough time to really get used to conditions, get ready for the challenge."
