The world No. 41 rallied from a 0-3 deficit in the tie breaker, including saving set point at 5-6 to pull out the breaker.
It is Kohlschreiber's third Top 15 win of the season.
The 35-year-old German toppled world No. 1 Novak Djokovic in Indian Wells in March after surprising 13th-ranked Fabio Fognini en route to the Auckland semifinals in January.
The 2016 champion will face red-hot Matteo Berrettini for a spot in Saturday's semifinals.
Fresh off his run to the Budapest title, the 37th-ranked Berrettini extended his winning streak to seven matches with a 7-5, 6-3, win over American Denis Kudla.
Roberto Bautista Agut stopped German wild card Rudolf Molleker, 6-4, 6-2. The fourth-seeded Spaniard hit five aces and won 27 of 31 first-serve points moving into tomorrow's quarterfinals against left-hander Guido Pella.
The seventh-seeded Argentine hit 11 aces and saved eight of 10 break points in a 6-1, 6-7 (7), 6-3 victory over Taro Daniel.
