Tsurenko's serve was the key to the final set: She served 75 percent in the decider.
The second-seeded Jankovic committed three of her seven double faults and won just five of 17 second-serve points in the final set.
Tsurenko converted six of 12 break points collecting the champion's check of $43,000.
Jankovic defeated Tsurenko in their lone prior meeting at the 2015 Indian Wells.
Tsurenko, who reached the US Open round of 16 earlier this month, fell in the first round of her lone prior Guangzhou appearance three years ago.
