Five-time champion Spain, which recently ousted captain Conchita Martinez, will host Great Britain, which captured its 10th Davis Cup championship beating Belgium in the 2015 final.
France, which will host Belgium in the November final on hard court in Lille, is seeded first in the 2018 World Group and will play host to the Netherlands next February.
Under new Davis Cup and Fed Cup regulations, the finalist nations in the 2017 Davis Cup and Fed Cup were all guaranteed choice of ground for their 2018 first-round ties.
Belgium was drawn away to Hungary in the first round, but the Belgian Tennis Federation has until October 4th to confirm whether it wishes to host the tie.
No. 7-seeded Serbia, which lost to France in last weekend’s semifinals, will face the visiting United States in its 2018 opener. The winner of that tie will play either second-seeded Belgium or Hungary in the quarterfinals.
Serbia has won both prior encounters with the USA. Novak Djokovic, who is out for the season with an elbow injury, played in both of Serbia's victories over the Americans.
The dates for the 2018 Davis Cup are:
World Group First Round: February 2-4th
World Group Quarterfinals: April 6-8th
World Group Semifinals and Playoffs: September 14-16th
