Canada is without No. 1 singles starter Milos Raonic and veteran doubles standout Daniel Nestor for the tie staged on red clay in Guadeloupe.
Monfils opens the tie against Frank Dancevic followed by Gilles Simon against Vasek Pospisil.
Noah, who previously captained both the French Davis Cup and Fed Cup teams to championships, returns as Davis Cup captain this weekend enjoying a wealth of options.
Monfils, who owns an 11-2 Davis Cup record, is riding an eight-match winning streak in the competition. He's scored wins over Pospisil, Nick Kyrgios and Roger Federer during that streak.
