The match ended on a double fault from the 2010 Roland Garros champion.
It’s the second straight championship for the 25-year-old from Moscow and both have come with final victories over Grand Slam champions.
Pavlyuchenkova defeated world No. 1 Angelique Kerber to win Monterrey last month.
The 16th-ranked Russian permitted just one set in five tournament wins this week. That came in her 6-4, 3-6, 6-3, quarterfinal conquest of seventh-seeded American Lauren Davis.
Between her title runs in Monterrey and Rabat, Pavlyuchenkova suffered a Fed Cup loss to Elise Mertens last month, however the WTA does not that Fed Cup match as an official WTA match.
