It is Arruabarrena's first career hard-court title and first title since she won the 2012 Bogotá crown on red clay.
Despite serving 93 percent in the decider, Niculescu won just 3 of 14 points played on her first serve in the final set.
Arruabarrena staved off both break points she faced in the the third set to complete a week in which she won five matches, which is more main-draw hard-court wins than she earned the entire season.
