Federer, who owns 15 grass court titles, fell in the semifinals at Stuttgart last year to Dominic Thiem.
Federer could face No.8-seeded Mischa Zverev in the quarterfinals and either No.3-seeded Tomas Berdych or No.7-seeded Gilles Simon in the semifinals. No.2-seeded Grigor Dimitrov and No.4-seeded Lucas Pouille are in the bottom half of the draw.
